Barclays will end a 317-year association with London and move its headquarters to Amsterdam under plans to merge with the struggling Dutch bank ABN Amro.

Barclays made the concession to secure 30 days of "exclusive" talks with its smaller rival in an effort to create the world's fifth largest banking group, worth more than £80bn. Regulation will also be transferred to Holland under the plan
